St Lucia/2009

Implementation of the National Export Development Strategy

A National Export Development Plan for St Lucia was drawn up in 2004, using an ITC “template”. However, this was not developed sufficiently at the time for the optimum implementation route and details (such as staffing, structure, budget, funding source) to be both clear and supported by all key stakeholders.

This 2009 project was intended to identify potentially viable options for the implementation and operating modalities of the proposed agency (TEPA), and having weighed up the pros and cons of the different scenarios, to make recommendations as to the way forward, with a detailed operating “blueprint”.

 

COMESA / 2009

Improving Investor Relations and Servicing Systems (IRSS) in COMESA (in Investment Promotion Agencies IPAs)

The project was undertaken for the COMESA Regional Investment Agency (RIA) by BizClim through consultants Metra Economic Consulting. It aimed at:

  • undertaking an extensive survey of best practices in Investor Relations and Servicing, tailoring the results in line with COMESA practicalities and disseminating the results to IPAs.

  • developing concrete tools that will assist the COMESA’s IPAs to undertake a clear diagnosis of their own situation and to adopt a clear roadmap for developing their Investor Relation and Service Systems efficiently.

COMESA / 2008

Bizclim Guide to investing in COMESA

The overall objective of the project was to contribute to the region's efforts to increase FDI and cross-border investment. The guide is to present the COMESA region to potential investors in a practical and informative manner.

As part of the overall project a COMESA investment database was created by compiling available documentation and statistical and procedural information of value to potential investors. The database is the basis for the published Guide.

The National IPAs played a major role in providing the information for the database and Guide.

EC delegation, Project Identification – EPA related Trade and Private Sector projects under the 10th EDF 2008-2013

Identification of EPA-related support to Trade and Private Sector, especially in respect of

three components:

(1) Support for trade facilitation in areas such as standards/SPS and customs admin

(2) A facility to provide direct support to the private sector aiming at promotion of exports through removal of supply side constraints

(3) Capacity building support to MTTI for strategic planning, sector working group development, annual budget preparation, trade policy and negotiations, and management of the above inputs.

Papua New Guinea / 2006

Capacity building regarding trade in services negotiations (WTO and EPA)

The project involved: identification of the existing services sector & sub sectors, as well as those that could potentially be developed; modeling of different liberalisation scenarios and analysis of their impact on major economic indicators; high level advice and assistance in formulation of offers, requests to and replies to requests from trading partners; and training of PNG officials in the drafting of offers and requests and in the preparation of Services Schedules.

Sao Tomé e Principe / 2004

ACP PMU: EU-Sao Tomé Economic Partnership Agreement (EPA)

This project provided capacity building and assistance in the preparation for entering into an EPA with the EU. This involved identifying the ways in which fiscal and other socio-economic adjustments would occur, quantifying the amount of fiscal revenue potentially foregone and identifies trade-offs between socio-economic costs and benefits. Also identified were the necessary to enable the domestic industry (sectors) to evolve in a more competitive environment, and analysis of the type of industries/sectors and/or sub-sectors that would have to be developed taking into account the comparative competitive advantage of the country.

EU-Caribbean Tourism Partnership Meeting

The project was designed to promote, on a regional basis, sustainable and environmentally friendly investment and co-operation agreements in the tourism sector to increase the competitiveness of the Caribbean ACP economies. This was achieved by a sector study in the Caribbean, identification and screening of projects, promotion of the event in Europe, identification of potential European partners and bringing project promoters and potential partners together at a matchmaking event in the Caribbean.

 

Egypt 2003-04

Furniture Sector Export Development

The objectives of the project were to introduce selected furniture manufacturers from the Damietta region to EU buyers. Manufacturers received assistance to improve their export capability and knowledge of EU markets prior to the promotion and organisation of a buyer-seller matchmaking event in Cairo.

The EC has had a fishing agreement with the Republic of Guinea since 1983, which has been modified by means of protocols every few years since then. For 2004-07 the EC wished to approach the re-negotiation of the accord with the benefit of independent ex-post analysis and impact assessment. Metra (with assistance from Conakry Consulting company Guide S.A) researched and analysed the situation in the rather compessed time-scale of eight weeks. (April-June 2003)

 

ASEAN / 2003

ASEAN Economic Integration Study

The study established and described the consequences for trade and investment of the ASEAN regional economic integration and especially AFTA from an EU company perspective. This involved identifying specific business opportunities for European companies in the areas of industry and services and outlining a set of measures in Europe and in ASEAN that would be conducive to increasing trade and investment and EU-ASEAN co-operation in these sectors. An assessment of the impact of AFTA on trade and investment from the main trade partners and a review of the experience, perception and expectations of European and ASEAN enterprises/operators regarding the impact of AFTA and the ASEAN economic integration process for their operations was carried out.

Feasibility Study on an Assistance Programme for Small Business in Trinidad & Tobago

In a study commencing March 2002, Metra conducted an evaluation and identification mission in Trinidad and Tobago. The European Commission has supported the business creation and support activities of the Small Business Development Corporation since 1995. The task was to review the current needs of the sector and make recommendations on a new EC SME support programme and the mechanics of its delivery.

 

Sri Lanka / 2001-02

Sri Lanka Garments Market Survey

The project was part of a twelve-month Business Intensification Programme being undertaken by the Government of Sri Lanka through the Sri Lankan Export Development Board. The overall objective of this programme was to establish markets and secure business for Sri Lankan ready-made garments in North America and Europe.

 

South Africa 1999-2001

Trade And Investment Promotion Programme For Smes In South Africa – Pmu

The objective of the project was to improve the competitiveness of SMEs in South Africa via a three track approach: Training in international competitiveness ; Export product and market development ; International partnership programme. Metra Sofres were part of the PMU planning and assisting in the implementation of Track 3. This involved numerous workshops with stakeholders in various towns and cities in South Africa and assistance in the organisation of economic co-operation events including Ingage SA 2000 (automotive Forum).

 

EU 1997-2001

Organisation of Partnership Meetings under the Pesca Initiative

Metra Sofres’ contract was initially for the organisation of one Partenariat for the fishery sector in the European Union. After a successful event in Porto (Portugal) in September 1998, the contact was renewed for a second event. This was held in Cork, Ireland, in June 2000.

Metra Sofres organised both events in concert with both the EU and the Fisheries Ministry and Development Agency of Portugal (1998) and Ireland (2000) respectively. Technical advice was provided to these host country authorities in respect of selecting local participant companies and logistical matters.

Metra Sofres selected and engaged a team of National Counsellors to assist in mounting the necessary promotional effort in the rest of the EU, once we had defined the promotional strategy and produced the promotional materials.
